Washoe County Homeless Study

Examination of the Costs of Homelessness and Issues Related to Determining the Cost-Effectiveness of Supportive Services and Housing in Washoe County, Nevada

In 2006 the Bureau of Business and Economic Research (BBER) was hired by Washoe County, Nevada to conduct a study to determine the costs of homelessness and examine the cost-effectiveness of permanent supportive housing.  The project took about one year to complete, with the research findings officially released in December 2007..

The research was divided into a number of phases and tasks, and results of these efforts are set forth in the ten separate documents that comprise the findings, as follows:

Related to this, BBER was also asked to recommend strategies for diverting non-violent, mentally-ill offenders from the Washoe County Detention Facility, which resulted in a separate report.
